This Philips 40 inch TV (40PFH4309/88) was in restart loop. The loop was about 15 seconds, it showed briefly a TV channel name, then immediately restarted.
First I thought it's the power board, but applying 12V from an external power source gave the same symptoms.
The panel was still good, but it was decided that the change of the motherboard is not worth it.
Didn't try reflashing firmware, maybe would have helped.
